The HR Governance & Projects Manager contributes to the overall success of the Human Resources Function in Europe (including both UK & Ireland) ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives.The role holder ensures all activities conducted comply with internal policies, processes and procedures, applicable laws and regulations.
This role impacts and influences a broad range of HR activities in a dynamic and progressive international Bank.The role holder is required to undertake a variety of HR governance, operations and generalist responsibilities.
The role is based in Ireland while supporting the UK and Ireland HR Operations covering a total employee base of approximately 400 employees.
The position will be responsible for (but not limited to):
The SFOC (Support Functions Oversight Committee) dashboard and other governance reporting.
Supports with preparations for the Executive Committee and local board and Committee meetings.
Maintains People Plan documentation and co-ordinates updates and inputs as required.
Manages the co-ordination of other regulatory documentation such as the Integrated Regulatory Compliance Model (iRCM) and the Senior Managers and Certification Regime (SMCR) Handbooks.
Represents HR at a variety or Committees, such as the Operational Risk Committee, Third Party Risk Management Committee (TPRM), Conduct Committee and any other applicable committees and forums.
Maintains the database of the Bank’s UK and Ireland HR legal and regulatory obligations and ensures appropriate controls are in place.
Undertakes the quarterly and annual review updates engaging various stakeholders as required.
Embeds the updated F&P processes.
Manages annual F&P due diligence and certifications.
Acting as HR reviewer for non-HR contracts (reviewing business-line contracts).
Monitors ongoing HR activities to ensure processing complies with relevant laws, regulations and internal processes.
Acts as the 1b function to monitor HR activities and highlights concerns and breaches.
Tests HR processes to ensure they are being managed and undertaken in line with local policies.
Identifies and implements process improvements as appropriate.
Monitoring HR’s adherence with the General Data Protection Regulations (GDPR) and working with the Privacy Office to ensure HR GDPR compliance.
Implements, tests and monitors End User Computing (EUC) in line with Bank policy.
Co-ordinates HR’s Business Continuity Plan (BCP) and HR Cyber Security Programs.
Audits – Supports with the co-ordination and project management
of HR Europe’s audits, including field work scoping, testing, issue review
& response and ongoing monitoring.
Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions
Actively pursues effective and efficient operations of their respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
The ideal candidate will have a HR Governance / Generalist / Operations background (ideally with multi-jurisdictional experience) or experience in control function environment (risk, legal, compliance, Internal Controls, Audit)
Financial Services experience (or other regulated environment) is essential
Programme Management would be an advantage
Has proven track record in both research and execution of HR / Governance activities
