Purpose

The HR Governance & Projects Manager contributes to the overall success of the Human Resources Function in Europe (including both UK & Ireland) ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives.The role holder ensures all activities conducted comply with internal policies, processes and procedures, applicable laws and regulations.

This role impacts and influences a broad range of HR activities in a dynamic and progressive international Bank.The role holder is required to undertake a variety of HR governance, operations and generalist responsibilities.

The role is based in Ireland while supporting the UK and Ireland HR Operations covering a total employee base of approximately 400 employees.



Accountabilities


The position will be responsible for (but not limited to):

HR Governance
Governance Dashboards and Programme Management

The SFOC (Support Functions Oversight Committee) dashboard and other governance reporting.

Supports with preparations for the Executive Committee and local board and Committee meetings.

Maintains People Plan documentation and co-ordinates updates and inputs as required.


Co-ordinating the process update documents

Drives the review and update of European process and procedure documents including, the maintenance review and update of the Employee Handbooks and relevant online content such as ScotiaBank Live.

Manages the co-ordination of other regulatory documentation such as the Integrated Regulatory Compliance Model (iRCM) and the Senior Managers and Certification Regime (SMCR) Handbooks.


HR representation

Represents HR at a variety or Committees, such as the Operational Risk Committee, Third Party Risk Management Committee (TPRM), Conduct Committee and any other applicable committees and forums.

Deputises for Head of HR Ireland as required.

iRCM (Integrated Regulatory Compliance Management)

Maintains the database of the Bank’s UK and Ireland HR legal and regulatory obligations and ensures appropriate controls are in place.

Undertakes the quarterly and annual review updates engaging various stakeholders as required.

Fitness & Probity Regime

Embeds the updated F&P processes.

Manages annual F&P due diligence and certifications.


Operational Risk

Third Party Risk Management (TPRM)

Ongoing vendor management of approx. 60 vendors across multiple entities including procurement and negotiation of HR contracts and ongoing review and due diligence of existing contracts in line with the Bank’s TPRM framework.

Acting as HR reviewer for non-HR contracts (reviewing business-line contracts).


HR Surveillance, Testing and Monitoring

Monitors ongoing HR activities to ensure processing complies with relevant laws, regulations and internal processes.

Acts as the 1b function to monitor HR activities and highlights concerns and breaches.

Tests HR processes to ensure they are being managed and undertaken in line with local policies.

Identifies and implements process improvements as appropriate.


Regional Projects, including but not limited to:

Managing HR’s data retention schedule and ensuring compliance with policy,

Monitoring HR’s adherence with the General Data Protection Regulations (GDPR) and working with the Privacy Office to ensure HR GDPR compliance.

Implements, tests and monitors End User Computing (EUC) in line with Bank policy.

Co-ordinates HR’s Business Continuity Plan (BCP) and HR Cyber Security Programs.

AuditsSupports with the co-ordination and project management of HR Europe’s audits, including field work scoping, testing, issue review & response and ongoing monitoring.

Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions

Actively pursues effective and efficient operations of their respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

Education/Experience

The ideal candidate will have a HR Governance / Generalist / Operations background (ideally with multi-jurisdictional experience) or experience in control function environment (risk, legal, compliance, Internal Controls, Audit)

Financial Services experience (or other regulated environment) is essential

Programme Management would be an advantage

Has proven track record in both research and execution of HR / Governance activities
