The incumbent is responsible for the regional technology oversight of Scotiabank offices within Europe & Asia-Pacific (APAC), including being the main point of contact for IT regionally, including representing IT to all regional regulators.
This includes building and managing local technology teams to service the needs of Scotiabank’s European & APAC Business lines. This is achieved by building local regional delivery capabilities and maximizing leverage with enterprise technology partners to manage and deliver multiple, multi-disciplinary, and mission critical projects and services to support our business needs.As a leader and strategic partner to the business, the incumbent is required to be a strong partner with the European and APAC business heads to jointly develop strategic plans and product roadmaps, and to establish appropriate governance to support the business growth. The incumbent is also required to manage IT as a business, driving cost-effective and efficient solutions and services.
Additionally, as data enables many aspects of our business, this role may also perform the role as the regional Data Custodian:The Data Custodian is the technology owner of the data for their domain and is a lead member of their domain working group, overseeing the technology-focused roles supporting the domain.
In the UK, the CIO role falls into scope under the Certification Regime and requires the individual to be internally ‘Certified’ as a significant harm function.
Leads and drives a customer focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

Operational & Project Execution
Be the focal point for all technology-related Europe & APAC regulatory initiatives.
ResponsibilityfortheoperationalstabilityoftechnologyinEurope & APAC.Thisincludesday-to-dayoperation, application support (in conjunction with business line IT staff), personnel moves, IT Services such as desktop & data centre(s) support, BCP readiness and execution, regulatory compliance, and managementreporting.
Aligned to Information Technology & Solution (IT&S) and Global Wholesale & Risk Technology (GWRT) strategy and department goals, directthedevelopment,approvalandexecutionofstrategicplans,policiesandstandardssurroundingsystems development, business analysis, project management, project implementation and production application support for GBM in Europe & APAC.
Direct themanagementoftheProject ManagementandBusiness Analysisfunction,whichinvolvesplanning and scheduling resources, defining business requirements and systems processes, developing business case proposals, securing user and management approval, developing testing, conversion and implementation strategies, budgeting and cost tracking, ensuring solutions implemented meet user requirements, provide user training, and providing on-going user support. The incumbent is also required to directly manage multidisciplinary, complex, mission criticalprojects.
Direct themanagementofthegroupbyensuring thatcosteffective applicationsystemsarebeingdeveloped to meet the business line objectives by analyzing user requirements; providing detailed technical designs: investigating and recommending new technology; developing and delivering prototypes using rapid application development methodology according to departmental standards. The incumbent is required to ensure all applications developed have a high degree of integrity, reliability and availability to meet the user requirements.Additionally,ensurethatlocalbusinesstechnologyprioritiesarebeingmet,byliaisingwiththe various business users, GWRT staff and enterprise technologygroups.
Direct the local support functions including Trading Floor application support, infrastructure and desktop support, functional and technical support to middle and back office. This support processes will be robust and auditable and, where possible, conform to global GWRT standards.
Lead a Risk Management Culture
Understand and adhere to Europe & APAC Regulations, understanding how they are addressed in our global and local policies, standards, processes and key controls.Identify and address any gaps.
Direct the regional 1B function, as applicable regions, to ensure the 1st line of defense is focused on the effectiveness of all IT key controls and leverage a risk-based approach to prioritize improvements.
Support the regional business in overseeing and addressing any key IT Risk or Cyber – Information Security risk and concerns within their business
Build an effective operating model, team and network
Design and build an effective operating model to satisfy the local regional needs, while creating economies of scale and favorable lower-cost resource rates to maximize efficiency & effectiveness of all IT services.
Establish the necessary global relationships to ensure the success of the regional CIO role.
Manage local technology capability to satisfy GBM’s needs by building Europe & APAC Technology teams and leveraging enterprise technology functions.
Run IT as a business, focused on performance metrics, KPI’s and KRI’s.Operate within a controlled budget, while maximizing the value of every dollar spent.
6-12 direct reports. Oversees team of 50-100 staff.
The individual in this role will support the GBM business and other business groups as applicable, in Europe & APAC.
Experience with the following regulatory agencies preferred, including but not limited to: European Market Infrastructure Regulation (EMIR), European Securities & Markets Authority (ESMA), Financial Conduct Authority (FCA), China Banking Insurance Regulatory Commission (CBIRC), Monetary of Singapore (MAS), RBI (Reserved Bank of India), FSS in Korea and Hong Kong Monetary Authority (HKMA).
The incumbent must ensure high infrastructure availability, integrity and reliability of programs and processes developed where the consequence of error could expose the Bank to a significant loss or undue risk.
Measurement criteria indicating scope/breadth/magnitude; KPI’s including but not limited to Systems Availability, Technology Risk indicator (TRI), Security Risk Index (SRI), etc., as well as key statistics, budgets, signing authority, units supported or other information, which quantifies Major Accountabilities.
The incumbent is responsible for all projects within the department and manages multiple large projects in the region of $5mm+.
Bachelor’s Degree in a related field required.
Financial markets experience preferred.
Experience working with Europe, APAC and/or Canadian regulatory compliance environments
Work in a standard office-based environment.
Limited domestic and internationaltravel.
Frequent and demanding deadlines can result in long hours which are often unpredictable in order to meet requirements.
Local oversight responsibility for the information technology function of the firm and for reporting directly to the governing body of the firm on the information technology function (Global Wholesale and Risk Technology), including cyber security.
Local oversight responsibility for business continuity in the firm.
