The Regional Specialist supports the second line of defense for Scotiabank through the implementation, maintenance and administration of the Global Compliance Trade Surveillance (“GCTS”) Program for Europe.This individual will contribute to conducting risk assessments, quality assurance, monitoring, and surveillance activities to ensure processes comply with internal standards and local regulatory requirements and that the output of surveillance activity is appropriately escalated and addressed.
Works with business and internal partners to ensure regulatory developments are considered from a compliance perspective. Advises business on surveillance implications of new regulatory developments or internal products to the surveillance program and assists to implement new deployments to address them.Identifies risks and implements appropriate actions to mitigate them.Develops and maintains compliance information for analysis and reporting in conjunction with GCTS.Achieves compliance goals by maintaining current knowledge of regulatory requirements and developments.Maintains functional and regulatory expertise specific to business group and refers to enterprise policies and procedures for requirements.
Conducts non-financial risk assessments of regional Compliance including NIRA and RCSA;
Analyses and reports on compliance data and related data to gain insights on regulatory risk;
Conducts secondary review of post-trade market related surveillance to detect potential regulatory violations, identify suspicious activity and items requiring corrective action using various surveillance tools;
Interacts with Front Office, Traders, Supervisors, and Compliance Advisory staff to ensure appropriate resolution of identified issues;
Develops and delivers training and guidance to Global Compliance Trade Surveillance team on local regulatory developments;
Supports quality assurance reviews of controls, including identification of gaps in the existing trade surveillance processes;
Collaborates with GCTS team on regional and global initiatives furthering enhancement of the surveillance program
Generates reporting of trade surveillance activities as required for delivery to business division senior management, supervisors and senior management within Global Compliance in a timely manner and without delays;
Assists with development of new surveillance controls to cover new risk priorities
Conducts or assists with special investigations and projects;
Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct; and

Post-Secondary education and/or professional designations
Solid experience at a financial institution and/or regulated securities dealer and/or regulatory in a compliance or regulatory related position;
Sound understanding of Institutional FX, Fixed Income, Commodities, Cash Equities and/or Derivatives trading (Listed and Over-The-Counter derivatives), including knowledge of hedging and other trading strategies
Industry courses/certifications e.g. securities licenses, Canadian Securities Course, Conduct and Practices Handbook Course, Trader Training Course, Derivatives Fundaments Course, FINRA Series: 9 and 10, 14, 99, NFA Series 3, SIE, or equivalent
Able to work independently and with other staff across functional lines within the Bank
In-depth knowledge of regulatory and compliance requirements
Ability to identify external market activity, news and additional factors that may influence trading activities
A comprehensive understanding of the UK and EU Market Abuse Regulations and associated FCA Rules, as well as a sound understanding of LSE and other venue trading rules and regulations.Awareness of US and Canadian regulation applicable to trading activities and capital markets.E.g. IIROC dealer rules and Universal Market Integrity Rules, Dodd Frank Act and Volcker Rules.
Proficiency in advanced excel macros, custom coding and desktop tool building capabilities
Strong verbal and written communication skills
Strong analytical and investigative skills and demonstrated ability to operate at a strategic level
Sound judgment in identifying risks in order to proactively escalate with relevant senior management
